The choice between personal and pooled methods should be based on user environment, concurrency and data retention needs. Microsoft outlines the distinction between personal persistent desktops and pooled resources. The total number of accounts cannot be directly regarded as pooled capacity or exiting and restoring as a failure.
These concepts have different responsibilities: host pools organize session resources, application groups decide what to publish, and workspaces help users discover resources. Only by understanding their correlation can you troubleshoot the problem of "the resource has been created but cannot be seen by the user".
